The Conditions
Six Conditions To Meet
Couples, families, orphaned siblings and two to four singles applying together can buy an executive condominium. These are the main conditions.
Citizenship
You must be a Singapore Citizen, with at least one other Singapore Citizen or Permanent Resident in the application. Singles applying together must all be Singapore Citizens.
Age
You must be at least 21 years old, or at least 35 if two or more singles apply together.
Household Income
The total monthly income of everyone in the application must not exceed S$16,000.
Private Property
No one in the application may own private residential property, in Singapore or overseas, or have sold one in the last 30 months.
Housing Subsidies
You can buy if you have taken no more than one housing subsidy. Second-timers pay a resale levy where it applies.
HDB Flat Owners
If you own an HDB flat, you must sell it within 6 months of completing your EC purchase.
The Woodlands Drive 17 land tender closed in August 2025, before the EC rule changes of 8 May 2026, so the 5-year minimum occupation period and 10-year privatisation apply. The S$18,000 income ceiling applies only to EC sites whose tenders closed on or after 24 August 2026.
